比推消息，OpenAI CEO Sam Altman 昨日在 X 上发起公开问答，就 OpenAI 与美国国防部签约一事回应社区质疑，原帖获超 660 万次浏览和 7500 余条回复。关于交易为何如此仓促，Altman 解释称，OpenAI 此前数月仅与美国国防部洽谈非机密合作，且曾拒绝过机密领域的合同（后由 Anthropic 承接），但 Anthropic 被封禁后美国国防部在机密部署方面突然提速，OpenAI 仓促签约的原因是试图缓和局势（de-escalate the situation），并表示已谈判确保同等条款将开放给所有其他 AI 实验室。
在被问及为何不替 Anthropic 发声时，Altman 称将 Anthropic 列为供应链风险对行业、对国家、对 Anthropic 都非常糟糕，这是美国国防部非常糟糕的决定，我希望他们撤回，但同时表示，Anthropic 在谈判中似乎更在意合同中的具体禁止条款而非引用现行法律，可能想要比我们更多的操作控制权。
关于 OpenAI 自身的红线，Altman 表示：如果被要求做违宪或违法的事，我们会退出。请来监狱探望我。在谈及海外监控时，Altman 坦承不喜欢美军对外国人的监控行为，称其最在意的 AI 原则是民主化，监控可能与此背道而驰，但我不认为这该由我来决定。
Altman 在结语中提出一个藏在许多提问背后但无人直接问出的问题：如果美国政府试图国有化 OpenAI 或其他 AI 项目怎么办？他表示自己长期以来一直认为，构建 AGI 或许应该是一个政府项目。
