非法Dubo网站半年受注8.28亿元 彩民1天输几十万

本报讯 设非法Dubo网站，仅半年，就吸引1300多人进行投注，金额高达8.28亿元。昨日，安溪县公安局召开新闻发布会，通报成功破获公安部督办的特大非法经营案。 % e) U" U }6 p; @8 v$ U6 p

' V( m0 Y* g$ o 一个人的账户，一天之内频繁转进转出大额资金，且主要都通过网银完成转账，这引起开户银行的重视。安溪县公安局经侦大队介绍称，今年3月7日， 该大队接到天朝人民银行的书面报告称，某银行在近期业务检查时发现，一个“许某炎”的个人账户，资金交易频繁、异常，交易方式为分散转入又集中转出，每笔 金额都达百万元。; K6 o# @* O4 {) I/ i
安溪警方怀疑“许某炎”这个账户，很可能是不法分子“洗黑钱”的工具，便立即抽调经侦大队、凤城派出所等单位的精干力量组成专案组，展开调查。: {7 F& A" T, n; o

随着调查的不断深入，警方逐渐揭开该账户背后隐藏的内幕原来，这竟是一起涉及香港、广东以及福建省的厦门、南平、泉州、南安、安溪等地的非法经营案。[b]通过开设网络Dubo网站，以高赔率吸引彩民投注，从中牟利。[/b]
" W# I$ j7 ~/ q 5月3日，安溪警方在省公安厅、泉州市公安局以及厦门警方的帮助下，查明相关的非法外围Dubo网站。其中，参赌人员有1300多人，涉案金额有数亿元。公安部也对此案件进行了督办。! G& A% s' O+ g+ s+ E8 w7 @
今年7月20日凌晨，安溪警方出动165名警力，组成33个行动小组，在厦门、泉州南安、安溪等地抓获犯罪嫌疑人41人，缴获作案工具电脑73台、U盘36个、手机92部、银行卡435张、轿车13辆、现金人民币135万元、港币5万元、冻结银行存款156万元。2 ?) e* B! `: ?* ^; S" ]

经查，犯罪嫌疑人许某坡伙同徐某炎、李某育、余某明、陈某东等人，从2012年1月份起，通过外围的非法Dubo网站，以国内“新疆”、“天津”、“重庆”等正规时时彩网站(一个小时开奖一次的彩票[color=#4b4b4b](微博)[/color][/url])的开奖号码作为兑奖标准，[b]并以相应高赔率吸引彩民投注，至今年7月中旬，已接受投注金额达8.28亿元。[/b]
9 s- C4 A( ^+ Q% u6 A3 ~* { 办案民警介绍说，这个团伙是“金字塔”型的内部机构，设置“大股东”、“股东”、“代理”、“会员”等不同级别账户，并给密码，设下注金额赌输赢，不同级别间的抽成呈数十倍翻番。
, C, F3 }/ w! ] 不同于正规时时彩的是，这些非法网站，每十分钟就可下注一次，只要鼠标轻轻点几下，即可完成投注，[b]很多人因此犯上赌瘾。据警方掌握的情况，彩民一人一天输钱几十万的很普遍。[/b]& g q& a# I0 K2 f( o& u
警方在调查中，发现该团伙共有16条线，本次共抓获4条线上的相关人员。嫌犯交代说，为了隐蔽，组织者几乎全部使用互联网进行联络、操纵，还经常更换所用的网址。 |
